The Exchange is a 156-acre mixed-use development located along Pecan Street near SH 130 in Pflugerville, Texas. Flanked by two contrasting land uses—a 3.8 million-square-foot Amazon fulfillment center known as “Project Charm” to the east and the established single-family neighborhood of Bohl’s Place to the west—the site presented a unique planning challenge: how to responsibly transition between industrial intensity and residential scale.

LSI led the land planning effort, identifying Corridor Level Zoning as the ideal regulatory framework to support a thoughtful mix of uses and graduated development intensity. The resulting land use strategy introduces a deliberate density gradient—beginning with townhomes adjacent to the existing neighborhood, transitioning to walkable commercial spaces, and culminating in office and employment uses near the warehouse.

This layered approach balances neighborhood compatibility with economic opportunity, supports multimodal connectivity, and aligns with the City of Pflugerville’s Comprehensive Plan. The Exchange exemplifies LSI’s ability to integrate land use planning with contextual sensitivity, delivering a cohesive vision for a vibrant, connected, and future-ready community.
